step back

I've been to a lot of airport luggage carousels over the last few weeks, though its not always easy getting to em. Is it me, or is this a recent phenomenon over the last couple years? People shove up to the carousel, their legs literally touching the edge and feet resting on it, and thus block the carousel so noone else can get to it. It just drives me crazy. Just one step back, and we could all use it effectively and get our luggage quickly and easily. Only, of all places, at Dulles have I seen people being polite and standing back, as shown in the top pic...
